TAIPEI - This is a column by an intelligence veteran written under a pseudonym.
He called for reform of the intelligence community (IC) in Taiwan. This piece focuses on separating the Special Service Center (SSC) that protects the President and foreign dignitaries from the National Security Bureau (the highest intelligence organization in Taiwan).
The SSC is under the National Security Bureau (NSB) and was trained by the U.S. company Black Water in the 2000’s after a botched attempt to assassinate President Chen Shui-bian exposed security flaws.
Recent sex scandals have put both the SSC and NSB under a public microscope.
This opinion piece was published on the 23 March, it does not include the recent NSB sex scandal involving the son of the Ministry of Defense.

Establish a Separate Special Service Center (SSC) from the National Security Bureau (NSB)
近日國安局特勤中心謝姓少將被爆出酒後當街親吻女性友人，引起各界注目，因此被國安局處以兩大過並列為優先汰除人員，然而當事人曾任副總統賴清德「萬里警衛室」主任的敏感身份，再加上該名女性友人被坊間媒體爆出為軍職人員，這起事件仍然餘波盪漾。
Recently, it was revealed that Major General [one star] Xie Jinghua of the National Security Bureau's (NSB) Special Service Center (SSC) had kissed a female friend on the street after drinking, attracting attention from all walks of life, and was therefore given two major penalties by the National Security Agency and classified as a priority for elimination. However, the sensitive identity of the person concerned, who had served as the director of Vice President Lai Ching-tak's "Wanli Police and Security Office", coupled with the fact that the female friend had been revealed to be a member of the military by the media, the incident is still lingering on.

Compared with this out-of-order behavior, the author is more concerned about when the National Security Bureau will separate the SSC and how to reform the system. In the past, the author has expressed his personal opinion on the article "Solving the Special Service Problem: Why the Special Service Business Should Be Separated from the National Security Bureau". Unfortunately, four years later, the National Security Bureau still failed to separate the Special Service Center, and the resulting problems still exist.
