In response to the current threat of the enemy situation, drawing on the development and application of UAVs in the Russian-Ukrainian war, and building Taiwan's "UAV" asymmetric combat power, the Ministry of Defense accelerated the development and production of various types of UAVs in Taiwan, and through military-civilian cooperation, linked the production capacity of the NCSIST and domestic non-governmental organizations, and built Taiwan's "UAV National Team" to quickly establish Taiwan's UAV new combat strength.
In Taiwan's UAV industry, NCSIST plays two major roles and tasks, and three major functions, which are described as follows:
The role and tasks of the NCSIST:
The first is to use the existing civilian technical energy to quickly provide the UAV for use by the Taiwan military, in accordance with the guidance of the Executive Yuan, in cooperation with the National Science Council, the Ministry of Economic Affairs, the Ministry of National Defense and the NCSIST, the "Military Commercial Regulation Selection Operation Group" is established to promote the development and manufacture of five military commercial UAVs by civilian manufacturers, and the NCSIST assists the National Army in carrying out test verification and technical consultation;
The second is based on the research and development needs put forward by the military services according to the threat of the enemy situation and future combat missions, guided by the government to promote the development of the UAV industry, and the NCSIST is responsible for integrating and developing agile core technologies in combination with domestic production, learning and research capabilities, and supporting domestic industries with technological transfer, so as to fully implement the national defense autonomy policy.
Second, the functions of the NCSIST have three points, the first point is to "promote the development of core technologies" to master and promote the development of core technologies such as UAV flight control, navigation, air and electricity, information communication (encryption and frequency hopping), information security and thermal engineering, etc., and integrate with the whole machine system;
The second point is to "expand industrial cooperation" airframes, system components, etc., make full use of domestic industrial resources, support domestic industries through business release, and implement national defense independent policies;
The third point is to strengthen Taiwan's UAV industry chain, continue to deepen UAV technology, and accelerate the horizontal division of labor and vertical integration of the industry through industrial cooperation and technological transformation.
According to the needs of the national army, the NCSIST takes customized, large-scale and special UAVs as the main axis of development, releases mature technology and production capacity to the private sector, and jointly builds Taiwan's UAV industry chain with the industry; From an international perspective, Taiwan's UAV types, functions and related technologies have reached the international level; In the near future, through the demand for Taiwanese military UAVs, guiding the domestic industry to participate in investment will expand the development and application of UAVs in Taiwan's future. In the future, the NCSIST will continue to cultivate key technologies, drive the development of the domestic drone industry, upgrade technology and enter the world.

因應當前敵情威脅,借鏡俄烏戰爭無人機的發展與應用,建構我國「無人機」不對稱戰力,國防部加速推動我國各型無人機研發產製,並透過軍民合作,鏈結中科院與國內民間的產能,打造我國「無人機國家隊」,以快速建立我國無人機新戰力。
在我國無人機國家隊,中科院扮演兩大角色與任務,及三大功能,說明如下:
一、中科院的角色與任務:第一項是在運用民間現有技術能量,快速製造「商規無人機」提供國軍使用上,依行政院指導,協同國科會、經濟部、國防部與中科院成立「軍用商規遴選作業小組」推動五款軍用商規無人機委由民間廠商開發製造,並由中科院協助國軍執行測試驗證與技術諮詢工作;第二項是依據軍種依敵情威脅、未來作戰任務所提出研製需求,以政府推動無人機產業發展指導,由中科院結合國內產、學、研能量,負責整合及開發機敏核心技術,並技轉扶持國內產業,以全面落實國防自主政策。
二、中科院的功能有三點,第一點「推動核心技術發展」掌握及推動無人機飛控、導航、空電、資通訊(加密與展跳頻)、資安與火工等核心技術開發,與全機系統整合;第二點「擴大產業合作」機體、系統件等,充分利用國內產業資源,透過釋商扶持國內產業,落實國防自主政策;第三點「強化我國無人機產業鏈」持續深化無人機技術,透過產業合作與技轉,加速產業水平分工與垂直整合。
中科院依國軍需求,以客製化、大型、特用無人機為發展主軸,將成熟技術與產能釋放予民間,與產業共同建構我國無人機產業鏈;從國際視角來看,我國在無人機種類、功能與相關技術已達國際水準;近期,透過國軍無人機需求,引導國內業界參與投入,將可擴大我國未來無人機的發展與應用。未來,中科院將持續深耕關鍵技術,帶動國內無人機產業發展、提升技術與進軍國際。
