The pagers simply hobbled the terrorists.  Whether it blew a hole in their right hip, or blew off their trigger finger, or lost an eye, the men became combat ineffective.

Israel wiped out tier one officers and non-commissioned officers without necessarily killing them. A few did die, but not enough to really suggest that hobbling was not as effective.
