TAIPEI - There are three in-depth investigative reports, jointly produced by Mirror Weekly and the newly launched Mirror News Network (896 and 926 and 927), that are well worth reading.
The main points are summarized as follows:
1. China has reportedly compiled a "Taiwan Armed Gang Distribution Map" using intelligence gathered through its local agents in Taiwan. The report marks gang strongholds across Taiwan’s counties and cities using concentric circles, detailing mobilization radii, number of firearms, gang leader contact information, and more. It even rates each gang’s willingness to cooperate with the Chinese Communist Party (CCP) using an A–C grading system. The 30,000-word intelligence dossier resembles a “Taiwan invasion action map” and has prompted Taiwan's intelligence and police agencies to respond with urgency.
2. The report also reveals that some temples across Taiwan have long served as operational bases for pro-China gang elements. These temples are used not only for secret meetings and storing supplies, but also as channels to smuggle controversial individuals from China into Taiwan or launder money. Shockingly, some gang leaders who publicly claim to “stay out of politics” are clearly recorded in the report as willing to support or cooperate with a plan to invade Taiwan, raising serious concerns for national security agencies.
3. Examples from the report include:
A major northern gang that funds itself through construction companies, earthmoving projects, illegal casinos, and hostess clubs;
Gang leaders in the Sanchong area who have set up telecom fraud parks in Cambodia, Myanmar, and similar regions;
A central Taiwan gang that specializes in producing drug precursors in China, shipping them via third-party countries to Japan or elsewhere, and using a sophisticated money laundering network to funnel profits back to Taiwan;
Southern gangs that maintain deep ties with Southeast Asian officials or black markets, treating scams as a core business.
4. After the "Taiwan Armed Gang Distribution Map" surfaced, intelligence agencies initially doubted its authenticity. However, after deeper investigation, national security and intelligence officers concluded that the report was likely funded by the Chinese side, with local pro-China gang members gathering the information. “While some parts are exaggerated or fabricated, the mapping of police system locations is surprisingly accurate.” To prevent Chinese forces from crippling Taiwan’s law enforcement at the onset of an invasion, national security, intelligence, and law enforcement agencies have launched comprehensive countermeasures to block this “Red infiltration.”
5. Mr. C, a longtime cross-strait affairs expert, noted that Taiwan has about 70,000 police officers, while the report claims there are 200,000–300,000 gang members, highlighting a stark imbalance. Coupled with the disparity in firepower, the police would be at a clear disadvantage. “If China successfully enlists Taiwan’s gangs for coordinated armed actions or sabotage, it could deal a devastating blow to Taiwan".
