This is a Cold War-era patch for the Political Warfare Task Force. The unit designation is “5,” which I assume corresponds to Strategic Plans and Policy, based on the standard military staff numbering system (1 through 6).
I’ve been unable to find any historical information confirming the identity of this Task Force.
