Kuma Academy (Black Bear)
Jamestown Foundation Paper on Taiwan Civil Defense Group
By Wendell Minnick (Whiskey Mike) 顏文德
TAIPEI - For the record, it should be noted that the Jamestown Foundation is in my opinion a highly respected think tank in Washington.
If you wish to download the PDF of the ChinaBrief:
Note to readers, the article is from the Jamestown Foundation’s ChinaBrief on Taiwan’s Kuma Academy (Black Bear Academy/黑熊學院).
I have not added any notes or corrections in the article itself, beyond my comments before the article below.
However, I think the reader should know my opinion. The article below was written by an official of Kuma Academy and not by an outside impartial observer. Therefore, the ideas in the article might be slanted in Kuma’s favor.
Even if slanted, Kuma is the best organized civil defense NGO that provides pragmatic skillsets for all ages. The focus is educating the youth with survival skillsets that qualify not just for war, but Taiwan’s frequent disasters: earthquakes, typhoons, monstrous mudslides, high-altitude climbing, etc.
