UPDATE - NOTE: A source indicated the following:
Two methodological errors in this report:
1. Some sales notified by DSCA actually are never proceeded with.
2. There are also Direct Commercial Sales (DCS) between defense companies and countries. These are more difficult to track.

Breaking Down Taiwan's Arms Backlog
CATO Institute
By Wendell Minnick (Whiskey Mike) 顏文德
TAIPEI - The CATO Institute has produced three amazing papers on Taiwan arms procurement from the U.S. written by two impressive scholars: Eric Gomez and Benjamin Giltner.
Gomez is a senior fellow at the Cato Institute. His research focuses on the U.S. military budget and force posture, as well as arms control and nuclear stability issues in East Asia.
Giltner is a CATO Research Associate, but clearly a rising star in the think tank community in Washington.
If you want to understand the complexity of U.S. arms sales to Taiwan, I recommend reading all three:
Breaking Down Taiwan’s Arms Backlog, Part 1: Overview and Methodology (6 November 2023).
Breaking Down Taiwan’s Arms Backlog, Part 2: Maintenance (9 November 2023).
Breaking Down Taiwan’s Arms Backlog, Part 3: Comparing the Trump and Biden Administrations (14 November 2023).
